Thanks to years of reservation in Tamil Nadu, OBC candidates top even in the general category. It has taken them 20 years to compete but the effort has been worthwhile. Similarly, it may take 15-20 years for OBC students to compete with the others in IITs and IIMs. So be it. That is the only way in which the backward sections can be uplifted. The Government, however, should ensure that the creamy layer is excluded. A day will come when reservation can be dispensed with, which is what the framers of our Constitution envisaged.

One should know that 50 per cent of the population belongs to backward castes and it does not get even 10 per cent of seats in IITs and IIMs. Those belonging to the forward castes corner most of the seats. India cannot afford to maintain such elitist institutions for the benefit of a few.

Our democracy has sustained through various upheavals due to the state's continuous efforts to become more and more inclusive, and reduce the social and economic oppression engendered by the centuries-old feudal system. The proposed policy is a continuum of this endeavour towards social empowerment and should be welcomed with further fine-tuning of the creamy layer calibration.
