KADAPA: Mopping up financial resources and formulating growth-oriented budget are vital for development of municipal corporations, former Commissioner and Director of Municipal Administration M. Prasada Rao said on Tuesday. Addressing corporators on the second day of a three-day foundation course at Kadapa Municipal Corporation, Mr. Rao favoured a surplus budget and taxation once in five years. Standing committee budget should be prepared by November 10 and draft budget by December 15. The budget prepared by the Municipal Commissioner should be introduced on February 20 and passed by March 31, he said.
Tax payments
Facilities to be provided should not be linked to tax payments, he said. Taxes should be levied by classifying different areas into zones. He dwelt at length on finances, budget and urban development. He also explained about Citizens' Charter and Right to Information Act. Kadapa Mayor P. Ravindranath Reddy said that the corporation formulated a budget of Rs. 116.93 crores for 2006-07, which has a surplus of Rs. 2.27 crores. Underground drainage system would be taken up this year, he said. Deputy Mayor K. Nabi Rasool, Municipal Commissioner S. Aleem Basha and corporators took part.
