BANGALORE: Nursery school managements on Wednesday resolved not to register their institutions, pre-schools and play homes, insisting that the institutions did not come under the purview of the Education Act, 1983 (Act 1 of 1995). The resolution came despite the insistence of the Education Department officials to wait for the judgment of the Karnataka High Court on the writ petition filed by 30 managements of nursery schools. It was also resolved to submit a memorandum to the Chief Minister, the Deputy Chief Minister, the Education Department Secretary and Commissioner of Public Instruction stating the managements' contention about the status of the institutions. The managements also decided to form a council of nursery schools and pre-schools under the name of "Karnataka Council of Pre-Schools." About 60 members of the pre-school managements attended a meeting to discuss the issue of registration here on Wednesday. In November 2005, the State Government made registration mandatory for all nursery schools in the State. The Education Department had maintained that "pre-primary education" meant an informal education below first standard for children in the age group of 3 to 5 years. The managements wondered how the Government could define pre-primary education as informal education and "whimsically" extend the provisions of the Act.
