Prime Minister Nehru, addressing a public meeting in New Delhi on April 13, said that India had gone to the extent of suggesting to Pakistan to hold mutual discussions to settle the Kashmir problem by demarcating the borders of the State on the basis of the present ceasefire line. "I have not a shadow of a doubt that India has followed the right policy, a policy of decency and restraint and a policy that will do justice to the people of Kashmir, to the people of India and the people of Pakistan." He was loudly cheered when he declared: "We shall not accept any step which seeks to create in the slightest manner any upheaval in Kashmir. I told the Pakistani leaders clearly: You have committed a lot of excesses and zoolum in Kashmir. You have no right to sit on a part of Kashmir that is under you. But since my desire is that there should be no clash and upheaval, I am willing to accept that the question of the part of Kashmir which is under you should be settled by demarcating the border on the basis of the present ceasefire line. We have no desire to take it by fighting". The Prime Minister did not disclose what the reply of the Pakistani leaders to this proposal was, but pointed out that during the last three or four years, the Government had changed many times in Pakistan. Nobody could say for how long one particular Government would last there. It was, therefore, necessary to be very vigilant lest India should be entangled in any kind of war. There being no issue of the paper dated April 14, 1956.
