CHENNAI: The DMK and the AIADMK have had mixed fortunes in the Tiruvottiyur constituency, created in 1967. It comprises colonies of fisherfolk and industrial workers in North Chennai (including parts of Tiruvallur district).

According to official statistics, the total electorate went up from 1,14,201 to 4,32,947 in the 2001 elections, which saw the victory of AIADMK candidate T. Arumugam.

In 1987, T.K. Palanisamy from the DMK won, while it was AIADMK's K. Kuppan in 1991. It was T.C. Vijayan of the DMK in 1996.

R.S. Mani, AIADMK district secretary for the Tiruvallur region in which Tiruvottiyur falls, said the people of Tiruvottriyur Municipality, Madhavaram, Manali, Puzhal Panchayat Union and Puzhal Town Panchayat, Chinnasekkadu Town Panchayat, Kathivakkam, Ennore and the first two divisions of the Chennai Corporation, including Kodungaiyur, Muthamizh Nagar, Surpanakarai near Erukkancheri, Moolakkadai, had common demands: a proper underground drainage system, Metrowater connection and adequate loans for women's self-help groups.

AIADMK candidate V. Moorthy as well as DMK candidate K.P.P. Sami are first time contestants.

    Demand for more groynes

Mr. Moorthy, who has begun his campaign in the area, said residents of kuppams in Tiruvottiyur wanted more groynes constructed along the Bay of Bengal to prevent sea erosion. Many in the fishing hamlets wanted to shift their homes as they were facing the threat of sea erosion. Abatement of pollution caused by emissions from the factories was also a major demand.

While "the achievements of Chief Minister Jayalalithaa" constitute the campaign theme, the AIADMK candidate promises to address issues of water supply and pollution.

    Basic needs

Mr. Sami said he would strive to provide the basic necessities, especially underground sewerage, to the entire area, including Tiruvottiyur, Kathivakkam, Madhavaram.

"Only one part of Tiruvottiyur gets Panchetti water supply. I will work to provide drinking water from Panchetti for the whole constituency."

As there is just one fishing harbour for the people from Pazhaverkadu, Ponneri, Tiruvottiyur and Royapuram at Kasimedu, he promises to work for the construction of one more at Tiruvottriyur.

    Job opportunities

Job opportunities for the residents of Amullaivoyal, where several industries have come up, reducing fly ash and other forms of pollution from the thermal power stations, foundries and industries in the area are also on agenda.

The candidate, who belongs to the fisherman community, has begun his door-to-door campaigning.

He is banking on the strength of the Democratic Progressive Alliance and his own personal work done through non-governmental organisations in the area.

The BJP, which had earlier announced its candidate for Tiruvottriyur, will announce a new candidate on April 16, a party member said.

    S. Krishnamoorthy, a long-time resident of Tiruvottiyur, said the main problems in the area were bad roads and encroachments on either side of the Tiruvottriyur High Road, which were choking traffic.
