Prime Minister Nehru has defined the democratic method as "a habit of the mind, a way of doing things, a way of tolerance, a way of co-existence in the national sphere, also extended to the international sphere." In his address to the annual conference of the All-India Manufacturers' Organisation in New Delhi on April 14, he said, "Co-existence is the essential consequence of the democratic outlook. The person who rejects the idea of co-existence rejects basically the democratic outlook. You cannot live in compartments - democratic in the house and not outside in the city or the country and vice versa. Many of us are very democratic in our politics and hopelessly undemocratic and reactionary in our domestic sphere."
