ORR set to change urban living: HUDA chairman

`Development will not interfere with objective of providing speedy access'


  • Special norms will ensure that commercial, office complexes do not open right on the main road
  • The Special Development Zone will have a single multipurpose flexible land use
  • There should be a minimum area of 1,200 sqm for any construction
  • The regulations to be notified on April 21

    HYDERABAD: Special regulations proposed for the Outer Ring Road (ORR) growth corridor would change the concept of urban development and ensure high quality urban living, said HUDA chairman D. Sudheer Reddy here on Tuesday.

    Giving details of the special regulations proposed by HUDA for the growth corridor, he said the 162-km ORR would be a world-class high-speed road. The regulations would ensure that development activity on the corridor would not interfere with the basic objective of ORR for providing speedy access.

    The special regulations would put a stop to the culture of commercial and office complexes opening right on the main road causing traffic congestion.

    The Special Development Zone, comprising one km on either side of the ORR was expected to yield a revenue of Rs.3,000 crores to the Government in the next 20 years. It would have a single multipurpose flexible land use, allowing residential, commercial and non-polluting units to come up in the area.

    The zone would have common building line with specific setbacks depending on road width and plot size. As none of the complexes would open on the ORR, those zooming past on the elevated ORR would only see the rear facades of complexes. "The complexes will open on the service roads, which will join the access controlled ORR through internal roads." Other regulations included a minimum area of 1,200 sqm for any construction while a layout should have a minimum area of 15 acres with its own STP.

    Laying Deferred Development Charge on vacant land for speculation purpose, parks on either side of ORR, wide food paths, cycle tracks on all 80 ft and 100 ft roads were other regulations. The regulations would be notified on April 21.

    Land bonds

    ORR Project Director Piyush Kumar, in a presentation, said redeemable land bonds were a unique part of the compensation package to land losers to enable them to get better returns in the long run. The bonds would be in addition to basic award fixed by the Government.
