dated April 20, 1956: Bill to amend Constitution

The Home Minister, Pandit Govind Ballabh Pant, introduced in the Lok Sabha on April 18 the Constitution (Ninth Amendment) Bill seeking to carry out a number of amendments to the Constitution, principally arising out of the proposed reorganisation of States. Besides dealing with amendments arising out of the States' reorganisation, the Bill also incorporates in it several other amendments, particularly relating to High Courts and Legislative Lists, and the executive powers of the Union and the States. Clause 2 of the Bill seeks to amend Article 1 of the Constitution and the First Schedule to do away with the present classification of the States and enumerate the 15 States and the seven Union Territories. Article 153 dealing with the appointment of Governors is to be amended by Clause 6 of the Bill to enable the appointment of a common Governor for two or more States.
