Mr. Morarji Desai, Chief Minister of Bombay, urged the Goan citizens of Bombay on April 22 to build up a fearless satyagraha movement for the liberation of Goa from the Portuguese. Inaugurating the Goa Ashram, an institution founded with the object of teaching the Goan masses the Gandhian technique of non-violence, Mr. Desai said freedom was the birthright of the Goans and also the birthright of the Indians to help them achieve it. "But, the struggle for Goan freedom has essentially to be a Goan movement. You have to help yourselves. I cannot tell you `go and fight, and I will protect you'." Mr. Desai said that if India wanted, she could easily seize Goa by force. "There is nothing immoral about that. But that is not our policy."
