After 16 years of the tribunal's existence, two distinguished members of the Cauvery Waters Disputes Tribunal have realised their limitation and given the remarkable suggestion that the Government of India set up an experts' committee to provide information on crop patterns and requirements of the four riparian States. What an indifferent attitude towards years of suffering of poor farmers!

* * * That a tribunal can become unconscionably insensitive to the sufferings of the people is evident from the Tribunal's request. It is patently dilatory and unjust. Even if the tribunal had passed a final order, it is doubtful whether the States concerned would have enforced it. Who the people are supposed to turn to is not clear.

* * * It amazes me how a tribunal could come up with a request like this, putting 16 years of extensive documentation on the backburner. It could have at least cited some other reason for its inability to pass a final order. It has let down the people of all the four States.
