CHENNAI:
The Madras High Court has upheld the validity of a government scheme, under which computer instructors were engaged, on a contract basis, to teach computer science in higher secondary schools in the State.
A post-graduate in computer science, Selvaraj, had filed a public interest litigation petition challenging the scheme of appointing instructors for a consolidated pay through the Electronic Corporation of Tamil Nadu (ELCOT). The ELCOT called for tenders from individual contractors and appointed teachers for 1,687 government higher secondary schools.
A.L. Somayaji, Additional Advocate-General, however, argued that unlike the teachers of other subjects, computer teachers were required to keep pace with the developments. Besides teaching, they were to purchase, maintain and upgrade computer systems continuously. Contractors were in a position to appoint instructors with adequate qualifications.
