The proposed move by the Postal Department to bar courier companies from delivering letters below 300 gm by amending the Post Office Act, if implemented, will pose a threat to the courier industry. People by and large prefer couriers to post though the costs involved are higher. A booking receipt, proof of delivery, prompt delivery, insurance against bandhs and strikes are all obvious advantages of courier services.

* * * Courier companies provide the common man with unmatched, time-bound services with online track and trace facility. They also provide employment to the youth and contribute to the exchequer. At a time when huge foreign investment has started pouring into the industry, it is unfair to impose restrictions on them.

* * * The postal department renders service across the length and breadth of the country and abroad. Parity of courier services with the department can be justified only if they do similar service to cover rural areas.

* * * Courier service is a boon to the middle-income group. I send a cheque by ordinary post paying Rs.5 and I do not know whether it will reach its destination. By paying a little more, I am confident of its reaching the addressee. If I have to send the same by registered post, I will have to incur more than thrice the normal postage. Hence the Government should not insist that only post weighing more than 300 gm should be handled by courier services.

* * * A postcard that costs just 50 paise posted in Kanyakumari is carried to Kashmir and delivered on the third or fourth day. Which courier service offers such cheap and efficient service? Post is carried even to inaccessible areas by different means of communication. In order to subsidise the postal services, the department needs adequate business. Hence reservation of some business for India Post is justified.
