NEW DELHI: Delhi Lieutenant-Governor B.L. Joshi has said that there was a need to build capacities and train communities to respond better to disasters. Addressing the first batch of students of MBA in Disaster Management Programme started by Guru Gobind Singh Indraprastha University over the weekend, Mr. Joshi said there was a need to create a culture of prevention in the Capital with respect to disasters so as to minimise loss of lives, livelihood and property. "More effective prevention strategies would save precious lives and property. Funds currently spent on intervention and relief could instead be directed towards enhancing equitable and sustainable development programmes," he added. Mr. Joshi said disaster management was a multi-dimensional and multi-disciplinary process that involved efforts from multiple agencies including civil society, corporate bodies, international organisations, non-government organisations, academic and research institutions and above all the citizens themselves. Acknowledging the fact that disasters cause widespread human, material and environmental losses that often exceed the communities' capabilities to cope without external relief, Mr. Joshi said management of disasters requires building requisite skills and capabilities competent enough to effectively deal with the whole cycle of disaster management. The Lieutenant-Governor gave away trophies to students for best academic performance. Two presentations on ``Fire Management System for Delhi" and ``Airport Security-Planning using Geo-Informatics Techniques" were made by the students.
