Proper steps to eradicate ticketless travel on the railways so as to increase their revenues have been suggested by the Estimates Committee in its report on the Railway Ministry for 1955-56, placed on the table of the Lok Sabha on April 30. The Committee feels that the loss of earnings due to ticketless travel, estimated at about Rs.3 crores every year is a conservative estimate. "Apart from the monetary loss involved, the fact that a large section of our people prefer to travel without tickets is an indication of inadequate civic sense. The railways should take proper steps to eradicate ticketless travel, not only to increase their revenues but also as a part of social education of the masses. It is not enough merely to take punitive action against the defaulters. It is also necessary to create conditions in which ticketless travel would be extremely difficult for anyone to indulge in. Civic sense could be inculcated in schools by the educational authorities in States which may be approached for this purpose by the Railway Ministry."
