LUCKNOW: The Uttar Pradesh Government is understood to have appointed A N Mittal, Special Secretary as the second principal secretary in the State Assembly. Informed sources said Mr. Mittal would be assuming the charge soon. It would for the first time in the history of the Vidhan Sabha that it would have two Prinicpal Secretaries, sources said. Though no official reason had been assigned for the appointment, sources attributed the move to straining relations between the Government and Pricipal Secretary, Assembly, R P Pandey. Mr. Pandey had reportedly earned the wrath of the ruling Samajwadi Party, when he, during the recent Rajya Sabha biennial polls in the State, had objected to a Congress member Shamimul Haq who cast his vote in favour of a SP candidate, sources said.
