dated May 6, 1956: Effect of cold war on UN

Delivering a speech under the auspices of the Nepal Council of Asian Relations in Kathmandu, the Vice-President, Dr. S. Radhakrishnan, said on May 4 that the continuance of the cold war was marring the true functioning of the United Nations. Because of the existence of power blocs, members of the world organisation were unable to express their views in an unfettered manner and they looked instead at all matters in terms of cold war strategy. The Vice-President said that one of the big handicaps from which the United Nations suffered was that its membership was not universal. He regretted that the People's Republic of China and Japan had been so far excluded from the membership of the organisation. Unless the membership of the United Nations became universal, its impartiality would always be doubted. Dr. Radhakrishnan said that India's policy of non-alignment with power blocs did not mean that she lacked a sense of right or wrong. India judged every issue on its merits. India, the Vice-President said, was pledged by the Constitution to democracy and she was opposed to totalitarianism. Democracy could not exist without freedom of expression and all nations must guarantee it.
