LUCKNOW: The Uttar Pradesh Governor T V Rajeswar is understood to have again returned a Bill seeking to set up the Mohammad Ali Jauhar Urdu University in Rampur under a trust, raising objections on its funding and land. The Governor had sought clarifications on the Bill regarding the criteria such as ``land and funds'' for setting up the university in the light of a Supreme Court directive on establishment of private universities, informed sources said here today. They said the apex court had recently given a ruling fixing the criteria for establishment of private universities with regard to land and funds. The new Bill provides that the university at Rampur would be set up under a private trust whose chairman will be the pro-chancellor. Rajeswar's decision to return the Bill is likely to further strain the relations between Raj Bhavan and Urban Development Minister Azam Khan, who recently staged a `maun vrata' (silent sit-in protest) during the Governor's visit to his home constitutency Rampur. The Governor had returned the Bill 13 months ago when it was sent to him after being passed by the Assembly. -PTI
