BANGALORE: The Legislative Assembly Committee of Privileges has been forced to drop consideration of the allegation of breach of privilege against a member of the Legislative Council on account of non-cooperation from its parallel body in that House. The committee had considered the notice of breach of privilege sent by two members K.N. Rajanna and S.R. Srinivas against the Congress MLC V.S. Ugrappa on the ground that the latter made certain remarks against them on them on the floor of the Council. It had recommended to the Speaker Krishna to instruct the members to withdraw their notice as it could not get the requisite cooperation from Privileges Committee of the Council. Submitting its report to the Speaker here on Tuesday, committee chairman A.T. Ramaswamy (Janata Dal-Secular) said the Privilege committee of the Upper House was of the opinion that the Assembly had no jurisdiction over the Council. And the Privilege committee of the Assembly too could not deal with an MLC. The committee would have made some headway in the larger interest of the Legislature had the Council cooperated with it in good spirit. The committee would request the Speaker to instruct Mr. Rajanna and Mr. Srinivas to withdraw their notice.
`No comment'
Asked for his reaction Mr. Krishna said that he had nothing to comment and he would only place the findings of the committee before the House. Refusing to reply to questions on the reported comments made by Assembly Secretary T. Rajanna, who has been placed under suspension following alleged irregularities, Mr. Krishna said that the he had nothing to say. About the alleged irregularities in the administration of the Legislators' Home and the progress of the investigation taken up the Corps of Detectives, he said that he had received the report of the police agency and he would reveal its findings at an appropriate time.
