LUCKNOW: Fulfilling the budget announcement made by Chief Minister Mulayam Singh Yadav, Uttar Pradesh government today decided to start paying Rs 500 per month to the registered unemployed youth commencing from April, 2006. It also okayed a number of other decisions at the State Cabinet meeting chaired by the Chief Minister here on Wednesday. Unemployed youths in the age of 21 to 35 years would be eligible for the allowances, if they are registered in the State Employment Exchanges till February 28, 2006, UP Chief Secretary Navin Chandra Bajpayee told reporters after the meeting. The government had earmarked Rs 400 crore for the scheme which would be sanctioned by the State Legislature in the session starting from tomorrow, he said. The allowances would be sent to bank account of the unemployed youths through district magistrates who will also display the list of beneficiaries in their office. Mr Bajpayee said that youths, who are self-employed and those whose wives are working, would also be entitled to the allowances. The youth concerned would have to submit an affadavit to the respective district magistrate to get the allowances.
New medical college
The U.P. Government also decided to set up a new medical college and hospital at Azamgarh in the eastern part of the State at an approximate cost of Rs 300 crore. The State Cabinet approved the detailed Project Report (DPR) of the medical college and hospital. The new medical college, second in the eastern part of the state after Gorakhpur, will have the capacity of 100 students. Government had already sanctioned Rs 10 crore for the medical college, which will be set up within three years. In another decision, the Cabinet approved a fund of Rs 1.82 crore for purchase of five acres of land for constructing a hi-tech government hospital on the Lucknow-Kanpur road near the State Capital. The proposed hospital will have 100 beds and would be completed within next two years. The government also decided to appoint employees, doctors and experts on contractual basis for the central sponsored Reproductive and Child Health Programme in the State.
New transfer policy
In yet another decision the U.P. government announced the transfer policy for the current financial year, which has no change from last year's policy. According to the policy, grade A and B officers would be transferred if they have completed six year in a district and 10 years in a division while grade A officers would not be posted in their home division and grade B in their home district. A departmental in-charge would be shifted out after six years in one place while effort would be made for posting husband and wife in the same area. In another decision, the government has made a minor amendment in the tourism policy, authorising it to decide on the allotment of land and other facilities where there is no Development Authority.
Assembly session
Communal riots in Aligarh, the looming power crisis and the alleged worsening law and order situation in the state would be among the issues to be raised by the opposition to corner the Mulayam Singh Yadav government during the state assembly session beginning tomorrow. - UNI
