BHOPAL: The Madhya Pradesh Cabinet chaired by the Chief Minister, Shivraj Singh Chauhan on Tuesday approved a special welfare programme for the urban street vendors based on the Union Urban Development Ministry's guidelines. Under this programme, the civic bodies would be conducting a comprehensive survey to issue licences to the street vendors. The State Commissioner Urban Administration and Development would be the nodal officer for this programme. There is a special provision for imparting training to hawkers by the Bhopal based All-India Institute of Local Self Government. Hawkers' corners are proposed to be developed by the urban bodies at strategic points and near market places in every city. Special care would also be taken to avoid congestion and overcrowding at one place while setting up the hawkers' corners. There is a plan to provide identity cards to the street vendors. These cards would contain all relevant details as well as photographs of both husband and wife. A state-level steering and monitoring committee, besides hawkers' welfare committees at the town and municipal-ward levels would be constituted. Under this programme, the urban civic bodies would encourage the formation of self-help groups and take all necessary steps to enable the hawkers to conduct their business more efficiently. The hawkers would also be associated with Swarna Jayanti Urban Employment Scheme and Pradhan Mantri Rojgar Yojana. The State Government would also be launching a group insurance scheme for the registered hawkers.
