The Supreme Court order declining to stop work on the Narmada dam is shocking. It is clear from the report of the Group of Ministers that rehabilitation of the dam affected is woefully inadequate. What will happen to those rendered refugees in their own homeland in the name of development?

* * * The Supreme Court's order is apt considering the long-term benefits of development. While the rehabilitation of the project-affected families should get the urgent attention it deserves, it is satisfying to note that pressure tactics do not pay.
