PATNA: Bihar Chief Minister Nitish Kumar has devised a novel plan in which he will talk directly to the common men over phone to know their opinions on the execution of various developmental projects in the State. The Chief Minister secretariat is busy preparing a voluminous telephone directory that will have names and telephone numbers of people at the villages, blocks and panchayats, CM's principal secretary R C P Singh said here on Sunday. All the district magistrates have been instructed to collect names and telephone numbers and send it to the CM secretariat for compilation at the earliest, he said. Mr. Singh said the CM could pick any number from the directory and seek details about ``actual'' implementation of the welfare programmes like preparation of red card for people living below poverty line, distribution of kerosene oil, Antayodya Foodgrain Schemes and other programmes. ``If some complains come in the implementation of the welfare programmes, the guilty officials will be punished,'' the CM's principal secretary said. He said the objective of the exercise was not to rely only on official statistics, but to get a true picture of functioning of the Government from the beneficiaries . .- PTI
