This Day That Age
The word `stupid', unless used in direct relation to a person, was not unparliamentary and a member was entitled to use expressions like `stupid budget' or a `stupid speech.' This was the ruling of the Deputy Speaker, Sardar Hukum Singh, in the Lok Sabha on May 14. A Communist member had described the budget of the State of Travancore-Cochin as a `stupid budget' and said the speech of the State Finance Minister was `more stupid than the budget.' A Congress member wanted to know whether the word `stupid' could be used by a member in the House. The Deputy Speaker remarked that he had watched the speech of the member and the adjectives he had used. The expressions `stupid speech' or a `stupid budget' could not be called unparliamentary, but at the same time he would request the member to refrain from using such phrases.
