This Day That Age
The entire proceedings of the session of the State Assembly of Pondicherry on April 23 last have been declared void by the Chief Commissioner, Mr. Kewal Singh, in a notification issued in Pondicherry on May 17. On that day, the President of the State Assembly, Mr. R.L. Purushotham Reddiar (Congress), had adjourned sine die the State Assembly (which was to elect a councillor) against the wishes of the Leader of the House, M. Edourd Goubert (Congress). After the adjournment, a majority of the members continued their deliberations, adopted a no-confidence motion against Mr. Reddiar, chose Mr. Kami Chetty as the new President and elected also the sixth councillor, Mr. N. Shanmugham, formerly a member of the Opposition group. The legality or otherwise of the entire proceedings was referred to the Law Ministry of the Government of India and the Chief Commissioner issued a notification declaring the proceedings void.
