Council polls: 13 remain in fray

Nomination papers of party candidates cleared; one independent out of race

BANGALORE: The nomination papers of 13 candidates in the elections for 11 seats in the Legislative Council were declared valid on Tuesday. Fourteen candidates had filed nomination papers, and the papers of an independent candidate were rejected. The elections are scheduled for June 1.

Secretary to the Council K. Jayashankara Murthy, who is the Returning Officer for the elections, told presspersons that the nomination papers of 12 candidates — four each of the Bharatiya Janata Party, the Congress and the Janata Dal (Secular) — and one independent candidate were found valid. All 14 candidates had filed two nomination papers each.

Mr. Murthy, who scrutinised the nomination papers, said the nomination papers of independent candidate T.D.R. Harishchandra were rejected as the nomination had not been proposed by 10 MLAs as required under the rules. No MLA had proposed his candidature.

The last day for withdrawal of nominations is Thursday (by 3 p.m.).

Elections will become inevitable if more than 11 candidates remain in the fray. Unlike the Rajya Sabha elections, elections to the Council will be through secret ballot. Asked about a complaint filed by Mr. Harishchandra against him, Mr. Murthy said the allegations were baseless.

He should have rejected Mr. Harishchandra's nomination papers on the day they were submitted.

But he had withheld a decision as he wanted to announce it on the day of scrutiny of nomination papers, Mr. Murthy added.
