dated May 29, 1956: Transfer of French areas The cession of the French Indian establishments in India was formalised in New Delhi on May 28 by a treaty signed by the two Governments. The de facto transfer was made 18 months ago. The treaty provides for safeguarding French cultural interests in the establishments. The Pondicherry College will continue to be managed by the French Government. French nationals born in the establishments would become Indian nationals, unless they decide otherwise within six months. The Government of India will succeed to the rights and obligations resulting from such Acts of the French administration as are binding on the establishments. The French had disowned responsibility for a few communes and establishments from the date they broke away from their rule two years ago and declared their independence. The treaty will have to be ratified by the Parliaments of the two countries. Mr. Jawaharlal Nehru, as the External Affairs Minister, signed on behalf of India, and Count Ostrorog, the French Ambassador in New Delhi, on behalf of his country. The treaty contains 31 Articles dealing with the question of nationality, compensation and cultural matters.
