CHANDIGARH: The Haryana Government has set up a Gender Budgeting Cell to ensure that all concerned departments address specific needs of women, Chief Minister Bhupinder Singh Hooda said here on Thursday while inaugurating a three-day Northern Regional Consultation Meet on "Engendering the 11th Five Year Plan". The Meet has been organized by the National Alliance Women Organisation and Women's Resource and Advocacy Centre. Mr. Hooda said his Government had given priority to gender budgeting in its annual plan. The Gender Budgeting Cell would be headed by the Commissioner and Secretary, Women and Child Development Department. All Government departments have been instructed to do gender budgeting. "We are committed to providing gender-sensitive administration so that women become equal partners in the process of development,'' he asserted while appreciating the holding of such a consultation meet in view of the 11th Five Year Plan. However, this would not be enough to achieve the desired goal and the issue could be tackled by adopting a multi-pronged strategy. Mr. Hooda said female foeticide as the worst social evil and women could play a vital role in checking this menace. He also stressed the need for creating a social awakening saying that the poor women in rural areas must get the benefit of reservation for women. Deputy CM of Punjab Rajinder Kaur Bhattal said that in ancient times women weree kept in high esteem but in the mediaeval period their exploitation started and they lagged behind. Now the women were struggling to get their due place in the society. In a lighter tone she said: "I am a living example of how a woman is suppressed and not allowed to come to the fore".
