HYDERABAD: Justice L. Narasimha Reddy of Andhra Pradesh High Court on Thursday directed State-level officers to pay special attention to allegations of abnormal additions and deletions in voter lists being prepared for panchayat polls. The judge gave a series of directions while granting interim orders in a batch of writ petitions complaining about voter list and de-limitation of territorial constituency of mandals. The judge said that when there was no increase in the village population the territorial constituency should not be disturbed under the name of reconstitution. It was made clear that when there was increase in population the process of reconstitution had to start from big villages. It was further made clear that a mandal parishad territorial constituency should not comprise of more than three villages. The territorial contiguity should be maintained. The cases are listed to June 19 for further directions. Regarding complaints about voter lists Justice Reddy directed the aggrieved persons and the public representatives to approach electoral registration officers like the RDO as per rules and the officers have been directed to look into the complaints. It was made clear that if anyone's name was deleted after the publication of electoral rolls, a person had to be given opportunity.
