The Tamil Nadu Government's decision to reserve 69 per cent of seats in unaided educational institutions is hasty. Exclusion of the creamy layer is a must if reservation is to benefit the most backward and not just the elite amongst the OBCs. Now that the Government has clarified that reservation is based on population in the respective categories, private educational institutions should keep 31 per cent seats for the forward castes. And if the Government is serious about social justice, it should also ensure that the elections are expeditiously conducted to the Pappapatti and Keeripatti panchayats and the winners assume power.
