President Abdul Kalam's action of returning the Office of Profit Bill to Parliament for reconsideration is unfortunate. The BJP claims it is a moral victory for its stand while the UPA stands severely jolted. Such issues are within the domain of Parliament and are not to be decided upon by the President or the Election Commission. The issue has once again kicked up a debate on redefining the powers of the judiciary and the executive to question the actions of the legislature, which alone is vested with the power to enact laws.

* * * It was not proper for the President to return a bill just because he is technically within his rights to do so. People occupying high office must have a high vision too. Mr. Kalam should recognise the supremacy of Parliament and not hinder its smooth working unnecessarily.
