HYDERABAD: The Municipal Corporation of Hyderabad has finally come out with a comprehensive policy for hawkers to regulate street vendors, earmarking specific areas and time for ensuring the smoother movement of traffic in the twin cities. The policy identifies specific areas and timings where mobile vendors and streetside vendors will be allowed by earmarking red (hawkers will be banned totally at all times), green (allowed without any restrictions) and amber zones (vending is permitted on specific days or time). In a note submitted to the Standing Committee last week it was made clear that the policy does not cover stationary vendors with permanent and semi-permanent structures, bunks, and vending by licensed traders. The policy will cover vendors moving from place to place and trading in commodities and articles on their heads, push-carts, cycles, rickshaws and others.
Periodic revision
The twin cities have been divided into 280 zones in seven circles and among them 118 are in the red zone, 72 in the amber zone and 90 plus roads of all residential areas are in the green zone. These zones may vary with the time of the day, week and will be revised periodically, it was indicated. Red zone areas come under roads of Saidabad, Malakpet, Chaderghat, Nayapul, Gulzar House, Mir Chowk, Charminar, Alijah Kotla, Yakutpura railway station, Shalibanda, Chatrinaka, Chandrayanagutta, Lal Bazar, Moghulpura, Afzalgunj, Siddiamberbazar, Goshamahal stadium, RTC crossroads, Musheerabad crossroads, Kachiguda crossroads, Ramnagar. Vidyanagar, OU junction, Kavadiguda, Ashoknagar, Shivam road, Kachiguda, Himayatnagar, Narayanaguda, Basheerbagh, Lingampally, Toli Chowki, Golconda Fort, Langar Houz, Nanalnagar crossroads, Rethibowli, Mehdipatnam, Humyunagar, Asifnagar, Tappachabutra, Karwan, Bhoiguda Kaman, Bazarghat, Nampally, Lakidikapul, Masab Tank, Punjagutta, Ameerpet, S.R. Nagar, Yousufguda. Banjara Hills, Jubilee Hills, Begumpet, Secretariat, Basheerbagh, Abids, Chiragali lane, Police Control Room, S.P. Road, Minister Road, M.G. Road, R.P. Road, S.D. Road, Parklane, P.G. Road, Secunderabad station, etc.
Locations inspected
Teams consisting of a section officer of town planning, sanitary supervisory of health section and traffic police inspected different locations before preparing the circle wise and road plans for hawkers. These proposals were put forth to the ward committees for their approval and the same are to be discussed with the traffic police higher-ups before finalising the list. The MCH has served 4,406 notices on encroachers of footpaths and initiated action against 876 of them. Some 347 applications were received for alternate sites, which were referred to the ACPs concerned to identify genuine hawkers. The High Court too would be scrutinising the proposals in a few days as per its earlier orders to the civic body few months ago directing removal of encroachments from pavements and footpaths throughout the twin cities.
