Dharna by Congress forces Assembly adjournment

Members demanded implementation of projects

BANGALORE: Members of the Congress in the Legislative Assembly led by former Minister D.K. Shivakumar staged a dharna in the Legislative Assembly on Tuesday demanding that the Government implement projects in their constituencies and fulfil an assurance given by Chief Minister H.D. Kumaraswamy in the last session of the House. In view of the dharna, Speaker Krishna adjourned the House.

The two-day session, convened for passing the Karnataka Legislature (Prevention of Disqualification) (Amendment) Bill, 2006, witnessed tabling of an adjournment motion on the violence in Bangalore following the death of Kannada film star Rajkumar. The motion was tabled by Leader of Opposition N. Dharam Singh. The Speaker announced he had disallowed it. But a discussion under another rule would take place in the afternoon, he said.

Former Ministers M. Mallikarjun Kharge, Ramesh Kumar and D.K. Shivakumar demanded an opportunity to convince him of the need to allow the motion. But the Speaker declined to change the ruling. The members alleged that the law and order situation had deteriorated during Rajkumar's funeral and his family could not attend the last rites. Law and Parliamentary Affairs Minister B.S. Horatti said the Congress had agreed to convert the motion into a discussion under Rule 69.

Kannada Chaluvali leader Vatal Nagaraj, Janata Dal (Secular) floor leader J.C. Madhuswamy, and K. Rajendran and G.V. Srirama Reddy of the Communist Party of India (Marxist) protested against the increase in prices of petrol and diesel. Mr. Nagaraj staged a walkout. Mr. Madhuswamy and Mr. Reddy said the Government should not levy two per cent customs and excise duties over and above the rise effected by the Centre.
