GOs issued to benefit State staff

The orders include five "stagnation increments", a new range of the pay scales and percentage fixed for "city compensatory allowance"

HYDERABAD: The Government on Tuesday issued a set of orders extending benefits to its employees in line with the recommendations of the one-man Rangachari Committee.

It, however, did not reveal the contents of the report submitted by the committee dealing with the demands raised by the Joint Action Committee of Employees, Teachers and Workers.

The orders were issued soon after the JAC leaders, led by its chairman, B. V. Subba Rao, met Chief Minister's Principal Secretary Jannath Hussain at the Secretariat this evening, complaining against the "inordinate delay" in Government acting on the Rangachari Committee report. They demanded release of the report before the model code of conduct came into force for panchayat elections.

`Stagnation increments'

The orders provided for allowing five "stagnation increments", one per year, after an employee's payscale reached its maximum level exhausting all the eligible increments. They fixed a new range of the pay scales for the employees--from a minimum of Rs. 3,850 to a maximum of Rs. 30,765. A percentage had been fixed for "city compensatory allowance" depending on the category of employee.

Mr. Subba Rao refused to react on the GOs without going through their implications. He, however, resented that the Government had issued them without consulting the service organisations. He said the number of payscales which were increased to 84 from the previous 75 by the Pay Revision Commission had been readjusted to 79 by the Rangachari Committee. They had sought the scales for drivers at Rs 4,825 on a par with constables, but only Rs. 4,370 was allowed.

He said a decision on their future course of action would be taken after JAC's executive committee meeting.
