SHIMOGA: Assistant Commissioner (Shimoga subdivision) S.H. Vijaykumar took over as administrator of Deshiya Vidyashala Samithi (DVS), a leading educational institution in Malnad region, after the Government superseded the management. He ordered the sealing of the administrative offices of DVS soon after assuming charge. District Registration Officer Jaleel Sab and tahsildar G.S. Bhat were present when he took charge. Mr. Vijaykumar also ordered that all bank accounts of DVS be frozen. He asked DVS secretary R.S. Ashwathnarayan to hand over charge to him. But when he failed to turn up, Mr. Vijaykumar took charge as administrator around 11 a.m. after waiting for him for an hour. No member of the executive committee of DVS was present when the administrator assumed office. The main charges against the management of DVS was that it was involved in several irregularities, and had not convened the annual general body meeting for three decades. The Government took the decision to supersede the management of the institution on the basis of the recommendation by the District Registration Officer made on February 2, 2006. The Stamp and Registration wing of the Revenue Department sought an explanation from the DVS management on March 28, 2006, as to why the samithi should not be superseded. In its reply to the Government in a letter dated April17, 2006, the management reportedly said it had been getting all accounts audited by registered auditors and getting them approved at the meeting of its executive committee. It explained that it could not convene the meeting of the annual general body in view of a case pending in the court and urged the Government to give up the move to appoint an administrator. However, the Government, which was not satisfied with the explanation given by the management, superseded the samithi and appointed an administrator for a maximum period of six months or till elections are conducted to the management committee, whichever is earlier. The Government, in its order, asked the Assistant Commissioner to look into the alleged financial irregularities and ensure that elections are conducted to the managing committee within the specified period.
