TIRUPATI: Acting on predicted lines, the State Government on Thursday appointed a three-member committee of `Specified Authority' in the place of the TTD's non-official Trust Board whose term expired on Wednesday. According to the G.O communicated to the TTD here, the committee of senior IAS officers would comprise Secretary (Revenue-Endowments) Rosaiah, Endowments Commissioner A.V. Krishna Reddy and TTD's Executive Officer A.P.V. Narayana Sarma. According to sources, the G.O was, however, silent as to who should be the Chairperson of the authority. The reason is believed be a ticklish problem vis-a-vis the cadres of the two IAS officials on the three-member panel. In the normal course and in the past too, only the Principal Secretary (Revenue-Endowments) used to be posted to the authority and being normally the seniormost among the three officials, he would be the Chairperson. But it so happens in the present case that the Revenue-Endowments wing is now being headed by only a Secretary rank officer (Mr. Rosaiah) while Executive Officer of the TTD is the seniormost Principal Secretary. If as per the convention in vogue the Secretary, Revenue, is made the Chairperson of the panel, it would lead to a delicate situation. It is apparently because of this situation that the Government is said to have maintained a diplomatic silence as to who should be the head of the panel. It has obviously left the matter to the discretion of the two incumbents concerned.
