Belgaum: Daily wage employees of the State Government will launch an indefinite "satyagraha" in Bangalore demanding the passage of legislation for regularisation of services of all daily wage employees who have completed 10 years of work. According to a release by K.S. Sharma, president of the Karnataka State Government Daily Wage Employees Federation, here on Tuesday, the "satyagraha" will be held on Malleswaram Grounds from June 26. He said the decision to launch the "satyagraha" was taken in the wake of apprehensions of mass terminations by the heads of departments and appointing authorities authorised to do so as per the circular issued by the Chief Secretary on May 25 this year. He recalled that the Government had made a statement before the Supreme Court that there were more than 17,000 employees, appointed after July 1, 1984, working for over 10 years in various departments. The Forest Department was the largest employer of such employees. Dr. Sharma said when the legislators could amend the Office of Profit Bill in a special session, they could also pass legislation for regularisation of the services of daily wage employees. He pointed out that the Supreme Court in its judgment on April 10 this year directed the Union and State Governments to regularise, as a "one-time measure", the services of all daily wage employees working for 10 years or more in sanctioned posts. It had said that the process of regularisation should start within six months from the date of judgment. The federation in its memorandum on May 1 demanded that the Government promulgate an ordinance to regularise employees appointed after July 1, 1984 and who had completed 10 years of service by deeming them as working against sanctioned posts, as a "one-time measure" and to convert the ordinance into a law under Article 31(C) of the Constitution. The federation also urged the Government to stay the May 25 circular.
