CHENNAI: The Minister in-charge of Chennai Metropolitan Development Authority, Parithi Ilamvazhuthi, on Wednesday directed officials to put in place a more effective e-governance system to infuse transparency and efficiency in service.

Presiding over a high-level review meeting here, the Minister said those who approached the CMDA for planning permission, layout approvals, land use rezoning or other services should be able to know about the status of their files without difficulty or delay.

The proposed e-governance system would remove the barriers and create better interface between the officials and the public, he said.

He wanted the officials to create a system under which every paper submitted would get an acknowledgement carrying a number. Anyone submitting a paper for approval should be able to track its status on the CMDA website. Top CMDA officials should also be able to track the movement of files within the organisation through the wide area network (WAN).

Mr. Ilamvazhuthi would be constantly monitoring the system using the WAN.

All these should also be made available on a touchscreen kiosk at the CMDA headquarters at Egmore. A grievance redressal cell would be created for those having difficulty in getting relevant information, he said.

Rules in Tamil

Pointing out that development control rules (DCR), the norms that govern the built-up environment in the metropolis, were compiled only in English, the Minister told the meeting that the rules should also be available in Tamil. When it was pointed out that some technical terms needed accurate translation, he told them that translation could be done by academic experts and completed in a month.

The projects relating to information technology, social welfare and small enterprises would be given priority. The satellite city and Outer Ring Road projects were being reviewed, he said.
