NEW DELHI: The Uttar Pradesh Power Corporation Limited (UPPCL) has urged the Northern Regional Power Committee (NRPC) to advise the Northern Regional Load Despatch Centre (NRLDC) to take necessary action against States that have been continuously overdrawing power from the Northern Grid. This, UPPCL said, was essential to maintain the grid frequency above 49.0 Hertz as per grid code. In a letter to the NRPC Member-Secretary, UPPCL Managing Director Awanish Kumar Awasthi said that in the past few days the grid frequency had been less than 49.0 Hz for most of the time due to frequent outages of machines of Central thermal generating stations. With the hydro-power generation also falling due to less discharge in the river system of U.P., Mr Awasthi said owing to delay in the arrival of the monsoon, the demand for power had also gone up in the northern States. With the demand pattern being similar to what was observed in April, Mr Awasthi has complained that Punjab, Rajasthan and Uttaranchal were most of the time drawing beyond their schedule. Stating that on Thursday too this was the case when the average grid frequency had dropped to 48.95 hertz, the official stressed the need for grid discipline. As for U.P., he explained that the drawals should be viewed in the context of a State's demand, size and allocation. Stressing that U.P. should ideally be compared to Maharashtra and not any of the other smaller States of North India, the official said the comparison on overdrawal should also be made in terms of the percentage of total allocation. Incidentally, U.P. has been unhappy with the treatment being meted out to it in the field of power allocation. Even when Delhi was facing an acute water crisis and U.P. was urged to release water to it for meeting its needs and to allow for flushing and commissioning the Rs.800-crore Sonia Vihar water treatment plant, U.P. had pegged the release of water to higher allocation of power.
