Resolution to curb powers of school panels passed

Presidents of panels accused of misusing funds

  • Zilla panchayat decides to initiate action against a former Deputy Director of Public Instruction

    Bidar: The Bidar Zilla Panchayat on Monday passed a resolution to scrap the powers of school development and management committees to construct or renovate schools.

    Congress member D.K. Sidrama raised the matter and alleged that presidents of such committees and teachers were misusing funds released for construction and renovation of school buildings. Institutions such as Nirmiti Kendra and the Karnataka Land Army Corporation should be entrusted with building and renovating schools, he said.

    Bharatiya Janata Party members Meenakshi Sangram, Padmakar Patil Bheemanna Kolla, Ramesh Deokatte and All India Progressive Janata Dal member Amrit Chimkod supported Mr. Sidrama. Members of other parties also supported his argument. They said the panchayat should pass a resolution in this regard. However, Chief Executive Officer Munish Moudgil said formation of school development and management committees was mandatory across the State. Schemes such as Sarva Shiksha Abhiyan were being implemented through such committees. Though the zilla panchayat had powers to pass a resolution, it would not have the desired effect. The members, however, were not convinced. The resolution was passed and it was decided to send it to the Government for approval. The ZP decided to initiate action against former Deputy Director of Public Instruction Amrit Bettad for his involvement in the illegal recruitment of teachers, based on a preliminary inquiry.

    Mr. Moudgil said 252 teachers and workers had been appointed and details in this regard would be given in two days. Some members objected to the delay in releasing grants to "Nirgatikara Kutira", a school for deprived classes at Manik Nagar.
