NEW DELHI: The issue of cadre review in its old form that seeks promotion of some sections of its officials will again come up at the Delhi Development Authority's meeting on Wednesday. In the past, DDA Member Mahabal Mishra had raised objections to the manner in which the review was sought to be done and Lieutenant-Governor B. L. Joshi had asked DDA to rework the review. According to sources, in order to support the promotion of some of its officials, analogies are being cited and parallels being drawn with other Government departments such as the Central Public Works Department and the Indian Railways to facilitate promotions. Also, while the Tikkoo Committee formed two years ago to recommend promotion for all cadres in a holistic manner has been completely bypassed, the review has been based on the recommendations of panels set up under Member (Finance) and Member (Engineering). According to sources, while the Union Ministry of Personnel has laid down clear guidelines on the promotion time, these have been overlooked to ensure promotion of three senior officials of Director rank in the Horticulture Department. According to DDA-watchers, another intriguing aspect of the review is that it has sought to provide promotions to the Research cadre even though DDA has not been engaged in any research work. But those belonging to this cadre and working as assistant and deputy directors are being promoted. Likewise, there is a move to reduce the eligibility of experience of superintending engineers from seven years to four years for making them chief engineers.
