NEW DELHI: With infiltration levels across the Line of Control (LoC) reportedly increasing in Jammu and Kashmir, the Union Government on Thursday decided to take measures to curb spiralling violence in the State.

"Infiltration is slightly higher this year as compared to last year," Union Home Secretary V. K. Duggal said after a 90-minute meeting held here to review security in the State. "The measures will be in place soon," he said.

The Chief of the Army Staff, General J. J. Singh, chaired the meeting, attended by heads of all Central police organisations, senior Home Ministry and Intelligence Bureau officials.

The absence of the desired level of "synchronisation" among security personnel deployed in the State was discussed. The meeting also took note of the terror infrastructure being still "intact" across the LoC.

Mr. Duggal said the heightened infiltration this year could be due to less snowfall and the damage caused to the fencing along the LoC by the earthquake in October. Official sources said the heads of all paramilitary forces and the State police were asked to adopt a synchronised approach in their counter-insurgency operations. However, the Home Secretary said the situation had not reached "alarming levels." Though people were apprehensive after the killing of civilians by militants, they were also confident with the investigation by the State police.

Asked whether the attacks were aimed at derailing the peace process, Mr. Duggal said: "Peace talks are here to go on. It is the Government's policy to have peace and the goal of peace will be reached.
