`Installation of electronic meters well within norms'

NEW DELHI: To counter the campaign by various citizens' groups in the Capital about alleged fast-running of electronic power meters, Delhi Transco Limited (DLT) has stated that installation of electronic meters in place of the electro-mechanical meters was in accordance with the regulations of the Central Electricity Authority (CEA) which were applicable across the country.

Advising consumers to "allow the licensees (distribution companies) to carry out the work of installation of electronic meters in an uninterrupted manner", it said the "meters are equipped to detect faulty wiring". Further, DTL informed that wiring defects can be rectified while installing such meters.

Referring to the CEA notification of March 17 this year in which the regulations were issued, DTL said these were applicable to consumer meters also and the notification further states that all meters including the consumer meters shall be of static type (in common parlance) or more specifically electronic meters which are now mandatory to be used all over the country.

It said the meters would be replaced by the licensee (distribution company) on its own or at the request of the consumer. The meters can also be replaced as per the regulations or direction of the appropriate Commission or reform programme of the State Government.

Stating that electronic meters were being installed by all State level discoms in Maharashtra, Chhattisgarh, Uttar Pradesh and Andhra Pradesh, DTL said these meters comply with the relevant standards of BIS and if BIS standards are not available the relevant British Standards, International Electro-technical Commission (IEC) standards or any other equivalent standards are followed.

Regulations further stipulate that the meter shall be installed by the licensee either within or outside the premises of the consumer and in case the meter is installed outside the premises of the consumer, then the licensee shall provide a real time display unit at the consumer premises for his information to indicate the electricity consumed.

The consumer is, on the other hand, required to install the Earth Leakage Protection Device in accordance with the rules or regulations.
