U.P. Cabinet okays facilities for Emergency detenus

    LUCKNOW: The Uttar Pradesh Cabinet on Friday approved the facilities given to Emergency detenus by Chief Minister Mulayam Singh Yadav. Sops for those jailed under the Maintenance of Internal Security Act (MISA) and Defence of India Rules (DIR) from June 25 1975 to March 21 1977 during the Emergency were announced by Mr. Yadav at a function in the state capital on June 26.

    This decision was taken at a Cabinet meeting presided over by Mr. Yadav.

    Cabinet approval was granted for a pension of Rs. 500 per month, free bus travel for two in state transport buses and the conferring of the status of loktantra senani to the detenus. The pension scheme would be implemented from April 1, 2006 with the detenus being given pension for April, May, June and July in the first instalment. This money would be given in July. Thereafter, money would be paid in monthly instalments.

    Chief Secretary Naveen Chandra Bajpai said that as per the information gathered from 21 districts there were around 5000 Emergency detenus. Mr. Bajpai said on receipt of information from the other districts their numbers could go upto 9000 to 10,000. He said an additional expenditure of Rs. 5.50 crores per year would accrue to the state exchequer under this head. He added that financial allocation would be made in the state budget as this was a state scheme.

    Through another decision, the Cabinet decided to grant the status of Scheduled Caste to the Namashudras, who migrated to Uttar Pradesh from erstwhile East Pakistan from 1952 to 1965. The 15,000 families of Namashudras in the state are concentrated mostly in Pilibhit and Bareilly districts and were categorized as Indian domiciles as well as Indian citizens.

    Mr. Bajpai said in West Bengal the Namashudras figured in the list of Scheduled Castes.

    He said the Cabinet's proposal would be sent to the Government of India.

    The Cabinet further decided to bring an ordinance on continuing the 15 per cent management quota in private institutions. According to Mr. Bajpai there would be no internal reservation for admissions to private colleges in the management quota and in the remaining 85 per cent seats reservation for different categories would be as per the rules.
