GOOD MANAGEMENT: The Collector's office at Machilipatnam.

VIJAYAWADA: The Krishna Collectorate in Machilipatnam has become the first in the country to secure ISO 9001-2000 certification. This was communicated to Collector Navin Mittal by the British Standards Institute (BSI) on Tuesday. "Continuous effort for nine months in good management practices has resulted in the achievement," Mr. Mittal told The Hindu . The distinction was just the beginning of the process of achieving excellence in rendering services to the people.

Functional quality

In the Collectorate, the functional quality of each department was defined and implemented. For instance, the processing of an application for a ration card was planned perfectly and streamlined — right from the receipt of the application to the delivery of the card. By fixing quality parameters, the administration incorporated a time frame for rendering each service. Clearance of pending files was another aspect taken into consideration by the certifying agency, UKAS Quality Management Services.

All files were being computerised. About 60 per cent of the work was completed; the aim was to increase it to 90 per cent in three months. Except those on land records, where documentary support was mandatory, all files would be computerised, Mr. Mittal said.

A grievance cell had been created to accept petitions. A receipt was given to every applicant with a specific mention of date of delivery of the service. The status of the application can be checked on the web site, www.krishna.gov.in, to be launched on Wednesday.

Mr. Mittal said the district administration also planned to set up an integrated call centre.
