CHENNAI: A learner's licence (LLR) and renewal of licence in 45 minutes; a fresh licence in less than two hours. The Transport department is all set to go to colleges, collect applications, conduct tests and distribute LLRs then and there. It has been more than 20 days since the department streamlined the issuing of licences at the 47 Regional Transport Offices in the state. And, according to the Transport Minister K.N. Nehru, the initiative has paid off. "Nearly 5,000 candidates approach a Regional Transport Office for new licence daily. We had to do something to reduce the crowd, eliminate middle men and cut down the waiting period," said the Minister. New system Transport Commissioner R. Sivakumar said under the new system a register had been placed at the entrance. "Under the new system, any one who enters the office has to register his or her name, purpose and collect a token to get inside the office. This is to avoid unnecessary visitors," he said. The next step was to streamline procedures. A motor vehicle inspector is now at the testing centre by 10 a.m. The candidates, after testing, can go to the Regional Transport Office with the certificate for making entries and obtain the licence in less than two hours. "LLR as well as licence renewal applicants will be able to leave the premises within 45 minutes as we have dedicated counters for the purpose," he said. Increasing the revenue The department, which is receiving regular reviews from all the Regional Transport Offices, is now taking the effort a step further. "We have already issued a circular asking Regional Transport Offices to approach college managements so that LLRs could be distributed at the institution itself. We will able to reduce the crowd at RTOs and at the same time get more revenue," added the official.
