HYDERABAD: Justice P. S. Narayana of the High Court on Friday declined to pass any order restraining the Congress candidate elected from Zilla Parishad Territorial Constituency of Paloncha, Khammam district from participating in the election of chairman Zilla Parishad. Soyam Srinivas, who was the defeated candidate, filed the writ petition complaining that the election officer has not passed speaking order on his representation seeking recounting of votes. He said that if he files the election petition it will go before the same officer who refused recounting of votes and hence he has no other remedy except approach the High Court. He sought an interim direction to restrain Nanda Naik, the elected candidate from participating in the election for the chairman post to be held on July 10. Justice Narayana posted the matter to next week making it clear that participation will be subject to further orders in the miscellaneous petition. Each of the two alliances have 22 ZPTC members each in Khammam Zilla Parishad and hence the present writ petition assumed significance. Meanwhile, CPI (M) State committee has decided to lodge a complaint with the State Election Commission about the behaviour of returning officers in Paloncha and Mangalagiri whose attitude has adversely affected the party's prospects in local body elections.
