Desist from pinpricks, Centre tells ULFA

"Issuance of extortion notices vitiates the peace process"

NEW DELHI: The Centre on Monday said acts of the United Liberation Front of Asom (ULFA) such as serving an extortion notice on the Reserve Bank of India vitiated the ongoing peace process.

After a meeting held here with Assam Chief Secretary S. Kabilan and Director-General of Police D.N. Dutta in the wake of the ULFA demand for a Rs. 15-lakh ransom, Union Home Secretary V.K. Duggal told reporters that the outfit should desist from "pinpricks."

"The Government is committed to pursuing the process of talks to ensure lasting peace in Assam." It was agreed that a peaceful atmosphere would be created, conducive to direct talks between the ULFAand the Government. But "issuing extortion notices vitiates the ongoing peace process."

Hoping that the ULFA would ensure a peaceful environment for talks, Mr. Duggal said the release of its detenus would begin only after the Centre received an assurance on this count.

The meeting was held in the backdrop of the third round of talks on June 22 between the Centre and the People's Consultative Group (PCG), nominated by the ULFA. At that time, Home Minister Shivraj Patil said the PCG's request for release of five detenus would be considered favourably in consultation with the Assam Government.
