NEW DELHI: The four-member committee, set up by the Union Health and Family Welfare Ministry last month, to look into the functioning of the All-India Institute of Medical Sciences will examine whether the institution has achieved the objectives and purpose for which it was established.

The terms of reference of the committee, headed by former Director of Sri Chitra Tirunal Institute of Medical Sciences in Kerala M.S. Valiathan, include making recommendations to turn the premier institution into a centre of excellence and a leader in the public health.

The committee was set up by Union Health Minister Anbumani Ramadoss following his meeting with Prime Minister Manmohan Singh.

The committee, which has been asked to give its report within three months, would make recommendations for enhancing and strengthening the autonomy of AIIMS to enable it to fulfill its stated objectives.

It has been asked to make recommendations on efficient utilisation of manpower to attract the best talent, retention of faculty, provision of better opportunities for utilising the talent available and optimisation of scientific, technical and non-technical manpower.

It would also examine issues of critical infrastructural gaps, suggest ways and means to bridge them and recommend measures to expand the research base in the Institute.

It would suggest structural changes and amendments to the AIIMS Act, rules and regulations necessary to achieve these objectives.

Other members of the committee include Department of Biotechnology Secretary M.K. Bhan, Union Health Secretary P.K. Hota and Director General of Health Services R.K. Srivastava.
