CHENNAI : The Tamil Nadu Private Site Hoarding Owners' Association has asked the Government to frame rules for billboards on private property. The move comes close on the heels of the removal of billboards in Guindy. Revenue officials had identified nine hoardings as `unauthorised' at the Guindy Race Course and ordered the advertising contractor to remove them. The contractor removed three hoardings along with the metal structures. A revenue department official said that though the hoardings were on private land they were `unauthorised,' as no application had been submitted to the Corporation. The association said that when the earlier AIADMK Government framed the rules, their suggestions had not been incorporated, and they went to Court against enforcement of the rules. It claimed that the rules in force in cities such as Hyderabad could be taken as a model. The association wants the provision requiring permission from the transport department withdrawn since the hoardings were on private property and did not hinder traffic. It suggested that the owner of the property could be taxed. Under the present rules, the advertisement tax was collected only at the time of installation of the hoarding. They said that they had met the Local Administration Minister M.K. Stalin and had asked him to look into the issue.
