HYDERABAD: With the core city area already bursting at its seams, the Government has directed the Hyderabad Urban Development Authority (HUDA) to complete the revised development plan for the city (Municipal Corporation area) by September this year and submit it to the Government by December. HUDA had earlier taken up the revised master plan for Hyderabad Metropolitan Area (HMA) comprising non-MCH area and it is being submitted to the Government for final notification. The focus of the city development plan will reportedly be decongestion of the congested zones and prevention of commercial and highrise complexes in such zones for improving the quality of life in the city.
Zoning regulations
HUDA, which has already collected basic data, had appointed IIT, Kharagpur, as a consultant to conduct the population holding capacity study for different areas in the city with regard to density, availability of infrastructure and services. Based on the study, zoning regulations would be framed to address the type and intensity of development that could be permissible in each area, it is learnt. HUDA sought some MCH officials on deputation for better coordination on the preparation of the city development plan. Land use maps would be drawn by HUDA on the basis of the IIT study reports expected in September. The plan would then be notified for public objections and suggestions in December this year. Once the plan is ready, a clear-cut responsibility with regard to implementation of the Master Plan between HUDA and MCH will also be detailed.
Violation of rules
Many building rule violations in the city were attributed to lack of coordination and demarcation of responsibilities between HUDA and MCH towards enforcing norms. With this in view, the Government has suggested that the Plan Implementation and Development Strategy Report should also be brought out along with the City Development Plan. Meanwhile, the Government directed HUDA that all provisions of the recent GO 86 with regard to congested areas, highrise prohibited zones and Musi conservation project should be integrated into the city plan and also compliance of GO 111 on bio-conservation zones. The zoning regulations for the city area would be incentive-oriented and all objectionable industrial areas be marked as multiple use zones. In another suggestion, the Government said where Transferable Development Right would be granted to owners in respect of road-widening and specific reservations like parks, lake conservation, open spaces, for utilising the TDR elsewhere, HUDA should give details of such areas in the Hyderabad agglomeration area.
